Cigarette vending machines to require ID cards from 2008

A cigarette machine that uses cards to identify adult customers is pictured in Tokyo on Thursday.
The Tobacco Institute of Japan and other organizations have announced plans to introduce ID cards for cigarette vending machines in 2008 in a bid to bar underage purchases.

Under the system, ID cards embedded with integrated circuits will be issued, and customers will not be able to use the vending machines without the cards.

The cards are dubbed "taspo," from the words "tobacco passport." They will feature a photograph of the user and a serial number, and will be valid for 10 years. If the cards are charged, it will be possible to use them as prepaid cards. They will not have a credit function.

The institute expects to issue about 21 million of the cards, covering about 70 percent of Japan's smoking population. They will be introduced on a trial basis in March 2008 in Kagoshima and Miyazaki prefectures, with aims to have them in use nationwide by July that year.

Issuing of the cards will begin in February 2008. Users will mail photographs and copies of identification to the institute's card issuing center using special envelopes provided at retail outlets and administrative bodies, and the institute will post the cards to them. The institute will reportedly cover the cost of postage.

The aim of the cards is to help stop smoking among minors, but since the system has no biological identification checking feature, industry officials say it will be hard to confirm the identity of users, and they have raised doubts about its effectiveness.

Officials expect the cost of issuing the cards to range from 80 billion yen to 90 billion yen. In July this year cigarette manufacturers raised the price of cigarettes beyond the amount of a recent tobacco tax increase. (Mainichi)
